စီရင်ထုံးတွင်ပထမဆုံးတရားလွှတ်တော်ချုပ်က-

“The Urban Rent Control Act , 1948 does not expressly provide that the order of the Controller of Rents under s. 16-A shall be final ; even if it does , a defiance of or non-compliance with the essentials of procedure will give ground for questioning the proceeding in a Court of Law , and Civil Courts will have jurisdiction to examine into cases where the provisions of the Act have not been complied with.”
